Can you select crib so that loser gets crib or does it automatically default to random on games?

G'Day mate. If you play more than one cribbage game sequentially (right after one another), then the first dealer alternates. There is not a loser-deals in cribbage, but there is in Gin Rummy. The first deal of any game or match is completely random.

I played a game tonight in a ACC tournament. I lost first game and the winner got the crib on start of second game. I had it happen as well in back to back games in regular play.

I can understand the confusion. Tournament play is completely different than head-to-head matches. In tournament play, it is required that a new table be set and created for each match. Unless the TD is hosting a 2/3 Tournament in which the players stay on the table, all other tournaments require that all players close their tables at the conclusion of their game. This resets the random dealer. Only if two players stay on the same table for multiple matches, would the alternate deal come into effect. Remember that the alternate deal only happens when two players accept more than one match on the same table and it always alternates regardless of the winner. Hope that makes sense, Great question!

So going forward for online ACC Tournaments is that going to align to rule I mentioned as tournaments are best of 3 or stick with TD setting up format?

As mentioned above, Game Colony does not offer 2/3 ACC tournaments. (where you stay on one table)
If you review the ACC and GC rules, they are clear, including those rules run by the TD before each and every tournament. As you correctly stated, "Rule 8. Where the host sites permit, the first dealer of the second and subsequent games shall be the loser of the previous game." The rules of Game Colony (or ecribbage.com for that matter) do not allow for that to happen and you only mentioned part of Rule #8, which states fully,
"Rule 8. Game Settings a. Players must follow the directions of the tournament director on configuring game settings and joining tables.
b. Where the host site permits, the first dealer of the second and subsequent games in a match shall be the loser of the previous game.
c. Additional rules on game settings and joining table may be in effect for play at either host site (see rule 10).
These rules are also approved by the ACC, "Every ACC TD at both sites will run the current rules of play at the host site. The rules will be run a couple of minutes before the start of the tournament, and are the responsibility of each player to read, in case there are changes or updates. The rules at each site must be approved by the ACC Internet Commissioner and the VP of Competition of the ACC Board of Directors."
The format for ACC tournaments has long been established with the ACC and the two sites that host tournaments. Any changes of those rules must be approved by the appropriate boards and committees within the ACC and Game Colony. I must remind all players that both Game Colony and ACC directors are purely volunteer, and their time is spent volunteering and fostering an environment of fair competition to continue the joys of friendly matches. Currently, Game Colony (and ecribbage) do not have the volunteers necessary for a 2/3 tournament for the ACC matches. Those would take significantly more time to host (several hours) vs the current format of single or double elimination. Recall that each game lasts at least 5-7 minutes on average. A 2/3 match easily takes 20 minutes and if there are 6 bracket levels, the tournament takes in excess of 180 minutes. That amount of time, unfortunately discourages participation and ultimately leads to less people playing in a tournament. I hope that makes sense. According to the statutes of most states in the United States, gambling is defined as: "risking something of value upon the outcome of a contest of chance". (Also see No Gambling!). The skill (as opposed to chance) is predominant in games of skill. Playing games of skill for $prizes, therefore, has nothing to do with gambling as it is not a contest of chance -- the more skillful player will win far more often. The chance element of a 'gamble' is either insignificant or missing. When players compete in tournaments or games of skill for $prizes -- it is "competitive entertainment" rather then "gambling". The more skilled winner will always win more matches, tournaments and $prizes.
